    Reps. Jared Polis (D-CO), Zoe Lofgren (D-CA), Thomas Massie (R-KY) and Anna Eshoo (D-CA) announced they have introduced H.R. 1892, the Unlocking Technology Act of 2013. The bipartisan bill would permanently guarantee consumers can unlock their cell phones, tablets, and other mobile communications devices in order to switch carriers.
